You probably could find a decent driver quality Córdoba, Magnum or ‘79 300 with that budget.

I would by a Power Wagon. You can get a mid 70s one of those for about 10k. A runner, but by no means perfect.
 
A Gen II Hemi short block. Size and part selection would dictate upper end build and application. Ideally would be 700+ HP. Street/Strip for a pro street setup.

I have the car. A '69 GTX.18 spline 4-speed w/Dana rear That's not close to numbers matching. And a free $10k? Would certainly get that build a jump start. (I'm betting still wouldn't get everything back in return value. Lol. But that's not the goal.)
