273 adjustable rocker arm question

I'm not getting oil through my rocker arm squirter holes on left side. It's a 340 with 273 adjustable rocker arms. Right side squirts fine. Oil is definitely getting to the head. I turned it over without rocker arm on and oil poured from second rocker arm stand. I have it installed correctly (notch down and to the left).
All of the rocker arm holes are clear. I thought maybe my shim was "blocking" the little space where oil comes past rocker arm bolt so I drilled shim hole bigger and it didn't help.
Just to confirm, when installed correctly, the oil holes on the rocker arm are on the bottom. Correct?
Any suggestions? Thanks.
 
Yes. I haven't worked on small blocks in many years, but I do believe that all rocker shafts have the "little oil holes" on the bottom when installed (big blocks do for sure). Maybe see if you can contact Rumblefish on this site. He's a small-block guru.

And just to help everyone help you...... Is this a new motor you just assembled? What is the back story?
 
It's a refreshed motor with new cam, springs, rings, bearings, etc. Rocker arms are same as was on motor before.
