Welll.... its not quite that simple...
The 'popular' story is that this woman was visiting some kin in canada [with Georgia as I remember or some other American plate ] and some hosers were quite unkind to her. Really upset her, so her kinfolk suggested they go putter around and 'shake it off'. They wandered into a Dollar General or something and she saw a bag of little rubber ducks. These made her smile, so she bought them and began to put them on other Jeeps randomly to make those Jeep owner's day brighter.
The other story comes from a Jeep club somewhere in the Southeast [cant remember which state] that had a big Jeep get together every year that included a massive water crossing. Those that made it across received a rubber duck... get it? The Jeep club story appears to pre date the other, but the poor little girl spreading sunshine story has more , uh, um, don't want to say 'propaganda'... ummmm... HUMAN INTEREST value, so thats the one that is officially promoted.
Either way, it's a Jeep thing, and I think its fun. [from a guy who has never been ducked!]
 
I hadn’t ever heard of it until we got one on the Mojave right after moving to Idaho a few years ago. I had to look it up and see if it was a normal thing. Nobody does that in my former state of California that I am aware so it’s new to me.
