Fuel pump line, '69 Roadrunner 383

Asking for a friend, on a 1969 Roadrunner 383, what is the purpose of the small hose from the fuel pump inlet hose to the fuel pump outlet hose?
 
Kinda sounds like a vapor separator is used with the return tee'd into the fuel line? Agree with dadsbee not stock.

Didn't get a photo,(I really am asking for a friend) but there is no separator, just a hose as I described. Didn't look stock to me, but previous owner (my friend's brother) who bought the car new says it came from the factory that way.
 
The only way a 69 Road Runnet would have two lines from the tank is if it was a factory Hemi car.
 
Perhaps someone's idea/attempt to avoid vapor lock or perhaps limit fuel pressure.
