Unfortunately there are uneducated people in every field. An example is this forum where some people think they know the laws but are "sh%$house" lawyers. What happens is similar to OSHA, you have a piece of equipment and no one has been hurt using it. Then one day someone loses a finger. After investigating, it's found that a specific safety practice can prevent it. Now that the company is aware, they are now liable if they allow someone to operate the equipment w/out following the safety practice. I retired 9 yrs ago, my best day was 20 cars towed for no insurance. Some departments haven't been sued and until they have been, will let things slide. But I guarantee that once they've been hit w a couple hundred thousand or a million dollar loss, that will stop.
