Thinkin it may be Oklahoma; if I'm right and the first letter is X, its from Oklahoma county as bitd, the prefixes told you where it was from. X was Oklahoma county - the largest one - , Z was Tulsa, with the possibility of 26 letters behind them. Smaller counties had consistent two letters like RG for Rogers, HG for Hughes, WG for Wagoner, WA for Washington etc.
Of course, i could be wrong...
