Where the idler arm mounts to, there should be a lower and upper tab sticking out. I only see 1 tab.
 
You missed it. It's a rectangular 16 gallon steel tank that goes on the axle hump under the rear window in the trunk. The filler neck will go up at the rear of the left wheel well and the filler opening will be on the top of the quarter panel next to the front left of the trunk lid.

I didn't cut anything off of it, but I seem to remember a plate of some sort that had to come off that was bolted on...FSM shows a plate just like mine.

You are correct, damn 1 eye!

Mock up your steering and weld a plate to the top, that way you have double shear on the idler arm. Not only will it strengthen it, it’s also a safety thing. The factory fixed that screw up in 68’ and up k frames.

This had a 318 in it so the single reinforced plate was adequate.
 
Didn’t matter, they were all the same for those years.

Does the 68 arm slide up and down on that sleeve?
 
It should not slide on the sleeve.
