Fender tag and vin number

My new to me is supposed to be a 67 coronet 500. My fender tag at the lower left has RH23 my vin number starts with WP23..
Both tags are attached with sheet metal screws.
Should they match and should part of my vin number be on the fender tag and vice versa?
 
It cant be both. Check below... One is a Dodge and the other is Plymouth. Post some pictures of them as they are attached. Seems like what you have is 2 different cars fender tags. Make sure the WP23 matches the VIN on the driver side pillar tag. Someone here could be looking for that RH23 fender tag. Like I said post a picture of them.

Should they be riveted instead of sheet metal screws?

Rivets on the Vin tag on the pillar the fender tags should have a rounded off top phillips screw. Something like these..

I will be following this post since we have a ‘67 Coronet 500. The factory made mistakes like this but I wouldn’t think it would be this big of a mistake, right. And yes, pictures please.
 
Ya you got some monkey- dooderlery going on. The fender tag is junk, but what's the vin look like
 
The first picture is 100% not a true vin plate. The second one is wrong for the car. It belongs to a Plymouth Belvedere.
 
Ok. Maybe the actual vin is correct. But the tag is some 318 plymouth
 
Thats uh… interesting, to say the least. I ain’t never seen one like that before and if I had to say, I would definitely agree with BeepBeep that its a fake.
That looks like someone cut that rectangle out of an old liscense plate and printed up a number. Now not saying the vin number is wrong Im just saying it should not be printed out on a sticker and put on a half assed plate. With screws.
