PM27G0D143968 looks like FF4 exterior paint indeed. The blue steering wheel is not original to this car (blue was possible, just not with the L2F4 green interior).
I see H51 A/C and N88 cruise control. The rear window looks cloudy, it may be a replacement plastic wheel. Lower rear quarters look rusty on the LHS, how do the trunk pan and the floors look?

That's a good idea!
I'd let it go cheap to him and throw in a bunch of parts. She needs quite a bit of work though...definitely not for everybody. Big block with AC though!
