Small Block Rocker Arm torque spec Help!

I recently replaced my valve covers and noticed my rocker arms were loose. I could turn them quite a bit. Didn't think anything of it, thought that's how they are supposed to be.

Now when Im driving a round it sounds like a *tink* under the valve covers. Could it be the loose rocker coming off then back down and hitting the top of the valve spring because it loose?

Replaced the heads on our 2003 suburban, torque spec was 22lbs. Is that the same for our old mopars?

SB have 5/16" bolts I believe? If so you are looking at maybe 25 ft lbs. Not much anyway.
