I retract my suggestion of Turkey. I was researching this with updated reports and it seems they were thriving around the mid-2000's, but 7 years ago had a coupe and in the last year the Turkish president has helped to massively devalue the local currency amid 20% inflation. Not a good situation...how long ago were you there? Istanbul specifically has ranked high on expat re-location lists for several years now. It's not what it used to be from what I understand. Weather is temperate, lots of culture. People I know who have been there the past 10 years rave about it. I've been to Japan many times, but it's almost as expensive as California. Panama has been in the top 5 for expat retirement for a long time now as well. Out of those OUS countries I listed, I've only been to Japan a few times, but not yet the others.
